Elaine Helms founded the HBP RAIN Foundation in 2013 with a heart full of purpose and a vision rooted in compassion. A survivor of the World Trade Center terrorist attack, Elaine’s life was forever changed. While healing from trauma and rebuilding her own foundation, she developed an unwavering desire to help others do the same.

Fueled by this second chance at life and encouraged by her loving wife, family, and friends, Elaine set out to create something extraordinary—a shelter built on dignity, safety, and second chances. What began as a dream became the first of its kind in New Jersey: a place offering emergency shelter and support services for young people who often fall through the cracks.

Elaine envisioned a space where no one would feel invisible or unwanted. She championed those whose stories are often overlooked—those experiencing homelessness, trauma, and rejection. Many of these individuals identify as LGBTQ+, a group that has historically faced greater challenges in accessing safe and affirming housing. While today’s climate calls for more cautious language, the heart of our mission remains unchanged: to uplift those most in need, no matter who they are.

Elaine knocked on doors, made the calls, sat in meetings, and refused to accept “no” for an answer. Her fight brought awareness to the importance of wraparound services that include not only housing, but also mental health care, substance use support, life skills, and community connection. Her journey has not been easy—but it has been impactful.

RAIN Foundation has received national, statewide, and local recognition for its efforts. Elaine has been honored with numerous awards for her dedication to social justice and equity, and for her tireless work in creating a safe haven that helps young people rebuild their lives.
